Subject: Construction Management Proposal

To Whom It May Concern:

Stigler Public Schools will be hiring a Construction Manager-as-constructor (at risk) to manage the construction of an upcoming ESSER fund project that is expected to cost $3 Million for an expanded Elementary classroom building. We are requesting proposals for interested and qualified Construction Managers for the upcoming building project.  TriArch Architecture from Tulsa, OK is the architect and they are currently working on preliminary designs and the scope of intended projects.  Requirements of the ESSER funding are that the new construction is to be completed by December 1st, 2024. Final construction documents will be completed by November 30, 2023, with construction set to begin in January 2024.  Davis-Bacon wages will apply to this project.

Scope of Project

A new 7-9 classroom elementary school wing approximately 8,800-10,500 sq ft with ADA restrooms and administrative area is to be constructed with a budget of $3,000,000. The location is to be east of the existing cafeteria where 4 temporary classrooms are now located. The temporary classrooms will need to be relocated during construction on campus, with planned removal after project is complete. In addition, a new drive lane and parking lot on the east side of the building is planned. Lastly, an enclosed connecting corridor will connect this
building with the existing elementary and cafeteria. See attached Exhibit A for addition scope information.  

Construction Manager Qualifications

We are looking for Construction Managers that have been pre-qualified by the Oklahoma Department of Central Services, Construction and Properties division (CAP). The selected construction Manager will provide both preconstruction and construction services and will be expected to work under AIA contract A133-2019 (Owner/Construction Manager as Constructor Agreement—Cost of work plus fee with GMP). Each firm will be evaluated on a priority for type of work, specialized experience, staff, budget, cost, and schedule management.

Required Items

Please provide the following with your submission:
• CAP Form 305
• Current office size, personnel description, workload and superintendent to be assigned
• Relevant project experience within the last five years with photos
• Projects currently under contract
• Fees including preconstruction, management, general conditions and general requirements. For example, the school will want to see typical itemized costs that go toward the general requirements on a similar project of size and construction duration. Include a list of job positions from your office that will be working on the project (Superintendent, Project Engineer, Project Manager, Project Estimator, etc.) as well as the expected allocation to this project (100%, 50%, 25%, etc.)
• Specific services provided
• Description of any self-performing work
• Any preconstruction services with fees, number of budgets provided, etc.
• Any supporting material that you wish to provide to convey your qualifications for this project
7 printed copies of proposals are requested, as well as an electronic version. Proposals will not be returned. All submittals are non-reimbursable.

Schedule

All submittals are due by 2:00 pm, Thursday, September 28th, 2023 in the Stigler Public School administrative office, 309 NW E St., Stigler, OK 74462. The proposals should also be submitted electronically to tkettles@stiglerps.com (superintendent Tom Kettles).
The Stigler School Board, along with the Stigler superintendent, will meet to select a short list of applicants based on your submittal. All submitters will be notified of the board’s decision for short listed applicants by 4:30pm on September 29th. If needed, the short-listed firms will be expected to interview on Tuesday, October 3rd starting at 5:00pm. Each interview will last approximately 45 minutes—25 minutes for presentation and 20 minutes for questions and answers. The order for the interviews will be randomly selected. If qualifications are met, the
School Board will select a Construction Manager at their regularly scheduled board meeting on Monday, October 9th, 2023.
